J.R. Miller and Associates, Inc., Architects and Engineers, (JRMA) is a design firm offering comprehensive services to commercial and institutional clients. Since 1985, JRMA has played an important role in the planning, design, and construction of the facilities needed to efficiently process and transport solid waste nationwide. Over the past 20 years, JRMA has worked on over 50 Transfer Station and MRF projects. In response to AB939, many of these facilities incorporate state-of-the-art equipment needed to recover materials. JRMA has been the lead designer, or collaborated with a team, to plan and design 19 Transfer Stations and MRF’s which represents approximately 70% of the Transfer Stations and MRF’s serving the Los Angeles area.
JRMA was a key design team member for the Puente Hills Materials Recovery Facility and Transfer Station (Industry, CA) for the Los Angeles County Sanitation Districts (LACSD), and the North Gateway Transfer Station and MRF (Phoenix, AZ) for the City of Phoenix Department of Public Works. These facilities were awarded the 2006 SWANA Gold Excellence Award for Transfer Station Design and Metal Architecture Magazine’s Honorable Mention Award for Metal Building Design (Puente Hills) and 2007 SWANA Gold Excellence Award for Transfer Station Design and Metal Architecture Magazine’s Honorable Mention Award for Metal Building Design (North Gateway).

Many of the facilities designed by JRMA are located in urban settings and therefore meet high Architectural standards to blend in with the local community. In addition, most of our projects use the Design/Build or Construction Management approach where we work with contractors to develop timely cost estimates and introduce cost saving measures into our designs. These projects range from adding recyclable material drop-off centers to building expansions that house sorting and recovery equipment. Every project is designed based on the specific needs of the customer and collection services in those jurisdictions.
Based on our background in the design of industrial and food processing facilities, JRMA has brought many design innovations to the solid waste industry, including process flow design and improved housekeeping standards.
